Current Rule Wording: “Quartering. The dog hunts in a radius ideally from 10 to 30 yards to the side and in front of the handler. The live bird is released (or thrown) in full view of the dog. The distance from the bird to the
dog should be within scenting distance when the bird is released. The dog is required to be steady to shot. The dog should immediately return to the previous hunting range upon being called and/or whistle commanded by the handler. The handler shoots a popper, but the bird is not killed (for the dog’s safety). If the dog does not immediately return to the hunting area, it fails the test. The dog should be eager, hunt all available cover diligently, and be under control. The intent of the quartering test is not to demonstrate running a pattern. The intent of this test is to demonstrate its natural tendency to hunt and be under control. In the Upland game test, the quartering and walk-up can be combined. One or more dogs can be in a moving line with one dog out front quartering, for example.
However, gun safety should be a paramount consideration..”

Current Rule Wording: “III. Tracking: The Upland hunting dog should be evaluated on its ability to find a scent trail and follow it to the bird. The dog is not required to stay exactly on the scent trail, but should demonstrate progress along the drag scented path to the dead bird or along the route of a running bird. Voice or whistle commands may be used to encourage the dog to hunt, but hand signals should not be used once the dog is set on the beginning of the trail. Voice commands such as “back” or “over” would not be acceptable, but commands such as
“hunt ‘em up” or “find the bird” are acceptable. Sufficient time should be given for the dog to work out the scent trail as long as it is making progress along the trail. If a dog strays completely out of the tracking area it may be called in and set again on the beginning of the trail. However, if the dog aimlessly hunts with no direction along the scent trail and has to continually be reset on the track the test may be failed. Once the bird is found it should be retrieved and delivered to hand.”

Current Rule Wording: Each dog is limited to one (1) entry per Licensed Hunt.
Proposed Change: Removal of this wording from the Manual, allowing individuals the option to run multiple stakes with the same dog; if they choose.
Justification: Region 14A has very few clubs and very few tests in any given year. At this time we only have 4 clubs, 3 in MT and 1 in CA; all separated by large geographical distances. Each club historically only holds 1 official HRC test a year, and sometimes might skip years. Access to neighboring Regions which also have limited clubs and tests, are also separated large geographical distance, requiring significant travel, to attend different tests. Because of this there is very little access to HRC, for new individuals who would like to become more familiar with the venue. We have had requests from both club members, and particularly new people, day of signups, those interested in trying the venue for the first time; to be able to double stake their individual dogs in different test levels. The justification being such that allowing individuals to run multiple stakes, would enable both the dogs and the handlers to get more experience, with the HRC and better understanding of the different HRC levels. Opening up this possibility, would also allow individuals more practice and access to HRC testing, at any single HRC event. This rule change has the potential to offer people more access to HRC style testing, and hopefully grow interest. Realistically for most people in region 14A there is only 1 local test a year, you might be able to understand how disconcerting it becomes to a new individual who has either no idea of the testing levels and most likely, a dog who is inbtw levels, deciding which level they should try. Then once they commit to a particular level, having to wait another year to try a different level. It is our wish to provide handlers as much access as we can at any individual event so they can become familiar with all HRC has to offer including the various testing levels, so that new individuals will perhaps become infatuated enough with the HRC, to become active members, eventually expand into new clubs etc; Growing the individual club and HRC testing as a whole within our Region.

The shot for the diversion may be fired by a designated gunner or the diversion thrower including primers used in the winger launching the diversion. If a Seasoned hunting retriever switches to the diversionary bird, it will not fail but will be scored lower by
the judge. The hunting retriever shall retrieve the diversionary bird._

Upland Flush

Proposed Change: ADD the following: The upland flusher dog is expected to flush the bird. The upland pointer dog is expected to hold the point and the handler will flush the bird. The handler must declare flusher or pointer to the judges prior to the start of the upland test. A point is defined as coming to a complete stop and holding position until released. A movement of the head is acceptable to follow a moving bird. The handler can signify a point by verbal, such as “ on point “ or raising an arm or hat.
Justification: _ The trained abilities of an upland pointing dog are to point the bird, to maintain the point, be steady to flush, shot and fall when the handler flushes the bird for the dog. The number of pointing dogs running HRC Hunt Tests and wanting to run Upland Tests is increasing each year. In the past 2 years we have titled German Shorthairs, Vizslas, Weimaraners in our Started and Seasoned Hunt Tests. One German Shorthair is running Finished Tests. The Pointer Upland dogs have all the attributes of our Labs, Goldens, Boykins, Flat Coats, etcetera, except in the way they deal with upland birds. To broaden the execution of the flush to include a steady point, with the handler flushing the bird should be an accepted method of allowing the Pointer Upland dog to compete in the HRC Upland Test.

Current Rule Wording: #29 Judges should ask a handler to pick up their dog, if that dog in the Judge's mind, as already failed and is creating bad habits or endangering itself.
Proposed Change: Judges, if in agreement, should inform a handler that their dog has failed at the time the failure has occurred. If the handler chooses, they may continue the test. However, in the judge's mind if the failed retriever is creating bad habits or endangering itself the Hanler will be asked to pick up the dog. In the case of the honor situation, if the handler chooses to continue the test, the failed dog on the honor bucket shall be placed on lead. Or a bye dog on a lead, should be used.
Justification Out of respect for a working hunter retriever, a previously failed retriever, (retriever Not in contention) should not interfere with the working retriever's test.

CURRENT RULE WORDING: _Use oftest dogs is required at all UKC/HRC licensed events.
This will enable judges to see how smoothly the mechanics of the tests will be executed, will give handlers a view of the test, will cause bird and drag back scent to be on the ground for all dogs, and will verify the usefulness of the test. Test dogs should be at the same level as the test, but may be at a single level higher than the test, provided they are not titled at a level higher than the test; i.e. a retriever with Fi shed points can be used for test dog for Seasoned as

Current Rule Wording:
Page 44; Section X - A dry shot popper shall be fired by the handler in the direction of the blind while the dog is at heel prior to the dog running the blind retrieve.
Page 45; Section V Paragraph 4 - A dry shot popper shall be fired by the handler in the direction of the blind while the dog is at heel immediately prior to the dog’s running the blind retrieve. The intent is to encourage the dog to run the blind
Proposed Change: Remove ‘A’ dry shot popper shall be fired by the handler in the direction of the blind while the dog is at heel prior to the dog running the blind retrieve (page 44, section X) and also remove 'A’ dry popper shot shall be fired by the handler in the direction of the blind while the dog is at heel immediately prior to the dog's running the blind retrieve. The intent is to encourage the dog to run the blind. (Page 45, Section V, 4th paragraph)'
Justification: The dry shot popper leads to confusion in the dog and there is no clear objective as what it accomplishes. Current Rule Wording:
If a Seasoned hunting retriever switches to the diversionary bird, it will not fail but will be scored lower by the judge. The hunting retriever shall retrieve the diversionary bird.
Proposed Change: If a Seasoned hunting retriever switches to the diversionary bird, it shall fail the test.
Justification: Demonstrate control and if the handlers know it is a component of the test in which they could fail on then they will train for it.

Current Rule Wording: page 47: At the option of the judges, the hunt may include an Upland game test. If an Upland game test is to be run, this option must be announced in the club’s premium.
Current Rule Wording: Page 50 section XII - The upland game test shall consist of a simulated walk-up hunt with a subsequent quartering or tracking test. The finished hunting retriever must be steady to wing and shot. Honoring of another hunting retiever is required. During this test the Finished hunting retriever will be required to locate and retriever game, as the judges shall direct.
Current Rule wording cont.: Page 51, Section VII - Quartering. The dog hunts in a radius ideally from 10 to 30 yards to the side and in front of the handler. The live bird is released...In the upland game test, quarter, tracking and walk-up can all be combined, at the discretion of the judges.
Proposed Change: Completely eliminate the option for an Upland Test at the Finished level.
Justification: Leave a component of an Upland with Upland Tests not with a Finished Test.

JUSTIFICATION: This is much more of a rule clarification than it is a rule change. Although the rulebook doesn’t clearly state it in any level except the Grand level (failure for controlled break), it is commonly practiced that an uncontrolled break is an immediate failure in all levels. Also there are many places in the Seminar Manual where it clearly states that “The retriever will be failed for breaking at all levels of testing.”
The Rulebook, the Seminar Manual and common practice should be consistent.

CURRENT RULE WoRolNG: Judges should instruct gunners to let the bird fly off a short distance (i.e. 1Oto 20 yards) before shooting and to make every ffort not to drop the bird at the dogs feet. A bird dropped a few feet in front of a dog has a much different effect on steadiness than one dropped 10-20 yards away.
PROPOSED CHANGE: Judges should instruct gunners to let the bird fly off a· short distance i.e. a minimum of 15 to 20 yards away and bird should be shot a minimium of 20 yards from the gun as if you were in hunting. A bird dropped a few feet away in front of a dog has a much different effect on steadiness then one dropped 15 to 20 yards away.
Justification: This change is necessary because shooting birds at close range is an unsportsmanlike practive that renders the bird unfit for the table. More than once there have been birds shot within a few feet of the gunner and dog. This is the human
equivalent of hard mouth.

PROPOSED CHANGE: The hunter must shoot the gun (popper) before the gunners may kill the bird.
Justification: There have been several times when judges have allowed the gunners to shoot the birds before the handler has fired the popper. This is a clarification on the rules.
